I didn't read the story, so I don't know if it could have been obvious that the perpetrator was bad news, but ...

is it even possible to keep all bad seeds out of the government? I mean, don't people change over the years, and aren't some people that good at keeping secrets . . ?

My background check was a joke. Heh, they actually did it twice, because after working there for more than a year, they somehow realized that they'd "lost" my previous background check.
