My own experience is that the accounting systems are fine, but that the people don't know how to use them correctly ;-) ... which is really another way of saying the systems are too complex for the typical federal employee to understand.

Now that I'm part of the regulations-writing process, I'm learning first-hand how most bureaucrats want to write rules covering every possible situation, which makes the rules too complex for anybody but the authors to readily understand. I can imagine taking this a little further, and creating computer-based systems for these rules, and the systems becoming too complex for anybody to use.

The problem is that they 'simplified' this one - fewer modules, fewer reports, etc., and in doing so they got rid of, or changed, some functionality that was very useful in the old system, but which has not yet come over into the new.

At times, though the commands in both systems are quite similar.

"if section is XXXX if os_liqstat ne c or f"

And that sort of BS. *roll eyes*
