From what I can tell from the listing of the DC Appropriations Bill for FY2002 from Thomas @ the LOC, the total budget for DC for FY02 was $13,896,791,000 or thereabouts. So the $323,000,000 deficit is about 2.5% of the current DC Budget.

That's a good-sized chunk of money.
